Senate Bill (SB) 339 (Wiener, Statutes of 2021) is the existing law that requires the Road Charge Technical Advisory Committee (TAC) to develop design recommendations for the Road Usage Charge (RUC) pilot program that will test mileage-based revenue collection as an alternative to the gas tax system.

The Road Charge TAC shall make recommendations to the California State Transportation Agency (CalSTA) by July 1, 2023, on the design of a pilot to test revenue collection, including the group of vehicles to participate in the pilot. The Road Charge TAC shall also calculate one of the two road charge pilot rates.
